National Online Application System (NOAS) DHERST PNG

 The National Online Application System (NOAS) is the official digital platform managed by the Department of Higher Education, Research, Science and Technology (DHERST) to facilitate the national admission process for students in Papua New Guinea. Each year, Grade 12 school leavers and non-school leavers (NSL) use NOAS to apply for entry into registered Higher Education Institutions (HEIs) across the country. NOAS provides a transparent and efficient way for students to access their eligible programmes, update personal data, and participate in the national selection process. Through the NOAS portal, applicants can explore new academic programmes, including both on-campus and online study options, register for STAT-PNG tests, and apply for available scholarships. Understanding how to use NOAS correctly is essential for every student aiming to secure a space in PNG’s universities, colleges, and technical institutions.

Step 1: Access the NOAS Portal

  • The NOAS student portal is now open.
  • Who can log in?
  • Grade 12 students (school leavers)
  • Non-school leavers (with official invitation letters)
  • Once inside, you can view MyStatus and MyData.

Step 2: Explore Available Programmes

  • New academic programmes from registered HEIs are listed.
  • Starting from 2026, some HEIs are offering full-time ONLINE programmes for students who want to study off-campus.
  • To see what you qualify for, check the MyEligible Programmes tab inside your NOAS account.


⚠️ Important: If you do not see your subject combination in NOAS, it means:

You were not nominated, OR Your internal marks were not submitted by the Education Department’s Measurement Services Division (MSD).

👉 In this case, immediately consult your school administration.


Step 3: Register for STAT-PNG (If Required)

  • Opening date: 26 August 2025
  • Closing date: 13 October 2025
  • Some study programmes require you to sit for STAT-PNG (Special Tertiary Admissions Test – PNG).
  • The registration link is available through your NOAS account.


Step 4: Prepare Your Personal Requirements

  • Have a personal, reliable email account for all application updates.
  • Double-check that your MyData information is correct before submitting.
  • Download and read the NOAS User Guide (e-copy available in your portal).

Step 5: Understand Scholarships

  • Some study options include Bilateral Scholarships.
  • Read the programme descriptions carefully to see if you are eligible and how to apply.

Step 6: Secure Your Account

  • Keep your NOAS login details private.
  • If you lose your password or username, report it immediately to your school patron or DHERST for assistance.

Step 7: Troubleshoot Login Problems

If you experience invalid login issues, contact the NOAS Support Team to reset and activate your account.

Important Notes

  • Applications are strictly online through NOAS.
  • Be patient and careful during the process.
  • Always follow DHERST instructions and deadlines.

  • Enter your username and Password (this information should be supplied to you by DHERST through invitation)
  • Explore the interface. 
  • Choose your course programs, atleast you must make 5 choices.
