The project is a partnership among the EWC.

The Pacific Community (SPC), CARE and the International Foundation for Electoral Systems (IFES).

As fellows pursue their degree studies, they join an active, international community of several hundred graduate students from over 40 countries and more than 50 fields of study, living together at the East-West Center.
