The Department of Higher Education, Research, Science, and Technology (DHERST) has clarified concerns surrounding the disbursement of the Tertiary Education Study Assistance Scheme (TESAS) funds for the second semester, addressing claims made by two universities. According to DHERST, these claims, which suggested a failure in fund disbursement, were incorrect and misleading. The department affirmed that the TESAS funds for the second semester had been fully provided by the Government in January 2024, and both institutions in question have since confirmed receipt of the funds.
DHERST highlighted that the issue stemmed from miscommunication between administrative staff managing TESAS funds and university leadership. The department emphasized the importance of robust internal communication systems within institutions to ensure the accurate dissemination of information regarding funding allocations. Furthermore, it noted that delays in the submission of acquittals by the universities in question had contributed to the issue. DHERST stressed that the funding process requires timely submission of acquittals, as stipulated in the guidelines, and no further payments can be processed without compliance.
The Marape-Rosso Government has reiterated its commitment to investing in Papua New Guinea's Higher Education sector, recognizing it as a cornerstone for sustainable national development and economic progress. Significant investments are being made to improve accessibility, quality, and relevance of education, including the expansion of funding schemes such as TESAS and HELP. The government is also implementing reforms aimed at digitalizing education systems, strengthening institutional governance, and enhancing infrastructure to support universities, colleges, and technical institutions.
DHERST expressed its appreciation for the efforts of Higher Education Institutions (HEIs) in providing quality education and addressing challenges faced by students. The department underscored the importance of accountability and compliance with financial reporting requirements to ensure efficient and transparent funding processes. It called on all institutions to adhere to these guidelines to avoid delays in future funding allocations.
