The Department of Higher Education Research, Science and Technology (DHERST) has distributed K41 million to tertiary institutions nationwide under the Tertiary Education Study Assistant Scheme (TESAS). Acting DHERST Secretary Father Jan Zcuba confirmed that this amount represents half of the K83 million TESAS budget for the current year.

Father Zcuba highlighted the need for timely submission of acquittals by institutions to ensure continued financial support. “K30.1 million from last year was disbursed in January, but some institutions have not yet received their cheques for the first semester due to delays in acquittals,” he said.
In addition, approximately K42 million is expected to be allocated to tertiary institutions for the Higher Education Loan Program (HELP) for the first semester, pending clearance from the Department of Finance. The HELP program provides financial assistance ranging from K5,000 to K35,000 per year for undergraduate and postgraduate students.
The Acting Secretary also mentioned that the program extends support to Papua New Guineans studying abroad, with consistent funding amounts across all beneficiaries. “We issue cheques for the first semester, which are then sent to the Department of Finance for clearance. Once cleared, the funds are distributed to the institutions,” Father Zcuba explained.
The HELP program offers significant aid to students at various levels: K10,000 annually for undergraduates, K25,000 for master’s students, and K35,000 for PhD students. “This program is a vital support mechanism for students pursuing higher education. All eligible students who are citizens and enrolled in their programs can apply,” he added.
